歷史沿革

民國39年於鳳山復校時，外文教學由張長有老師擔任普通科學部外文組主任教官，負責外語教學任務。民國43年6月本校改制為四年制大學教育，並成立語文系(含文史系、外文系教學任務)。民國85年8月外文系改隸大學部。民國107年4月26日改名為應用外語系，107學年度開始招收第一屆應用外語系學生，期能培育國軍具軍事外語專業技能的基層軍官幹部，強化外語領域的專長。

History

When the school was re-established in Fengshan in 1950, Chang Chang-yu was the Chief Instructor of the Foreign Language Division under the General Education Department; he was in charge of teaching foreign languages. The school was transformed into a four-year university in June 1954, with a language college established that includes the culture and history department, as well as the foreign language department. In August 1996, the foreign language department was reassigned under the university and renamed the Department of Foreign Languages on April 26, 2018. The first group of students was recruited in the 2018 academic year. The Department hopes to cultivate officers at the grassroots level with military language skills in the military and strengthen their expertise in terms of foreign languages.

使命及目標

本系的主要任務為教育並指導全校學生在全球化及地球村的環境，必須具備的英文溝通能力，並使應外系學生結合軍事專業與外語能力以俾充實陸軍教育、國際交流、駐外武官、派外受訓、軍備採購等人才需求。除英語科目外，也提供西班牙語以及其他外國語之通識選修科目。本系另一教學目標是協助官校學生準備英文各項任務考試;如托福、雅思、全民英檢、多益等。為使學生有足夠的英語能力及資格，接受畢業後之專業訓練或接受出國任務機會，本系教師以熱心及專業幫助學生，提昇他們的成績。每學期針對學生英文能力舉辦國軍英語能力鑑測，藉此檢測學生英文能力，並提供需要加強英文的學生線上語言教材、課程或鑑測。除此之外，亦負責推動外語專精班，以提升學生外語溝通能力為徵選每年所需派送國外學生(如美國西點、維吉尼亞、威爾猛及色岱爾及中南美洲瓜地馬拉等著名軍校)的人選作準備。

Mission and goals

The Department’s primary mission is to educate cadets and equip them with English communication abilities under a globalized environment. Cadets can combine professional military skills and foreign language skills together, while dedicating themselves to military education or international exchange activities. They can also be deployed to overseas posts, receive training overseas, or even become military equipment procurement personnel. Besides English, the Department also offers other language elective courses, including Spanish and other foreign languages. An objective is to support cadets in military schools to prepare for English proficiency tests such as TOEFL, IELTS, GEPT, TOEIC, and more. To equip cadets with necessary English skills so that they can receive professional training or conduct overseas missions, our faculty members help students improve their grades with their passion for teaching and expertise. An English proficiency test for the national military is held annually to inspect cadets’ English abilities. Cadets can also use online learning materials and mock exam platforms to cultivate the habit of self-studying. Moreover, the Department also launched a program specially designed to improve cadets’ communication skills and help them prepare for the talent selection process, which sends them to military institutions in foreign countries (such as West Point, Virginia Military Institute, The Citadel in the U.S. and other renowned military schools in countries of Central and South America, such as Guatemala).

學系發展

結合軍事專業與外語能力，使陸軍官校應外系學生直接汲取國外國防科技與專業知識，以俾充實陸軍教育、國際交流、駐外武官、派外受訓、軍備採購等人才需求。應外系課程分為專業軍事英文組與專業軍事西文組，主要培育英語和西文軍事外語人才。法語、阿拉伯文、韓文、日文等語言，亦於選修課程中。應外系的發展重點與特色摘要如下：

一、培養學生聽、說、讀、寫、譯全方位英語能力，充實國軍教育、駐外、軍備採購等專業人才

二、結合兵科與外語能力，直接汲取國外國防科技與專業知識，爲現代化軍官樹立國軍領導人才新典範。

三、協助促進軍事交流、演訓等相關工作及活動。

四、協助外賓來訪及重要節慶接待工作與應邀出國參加重要會議等國際關係資料彙集業務人才。

五、編譯相關軍事外交文件業務及軍售情報接裝與各項演訓相關專業人員。

六、提升陸軍英語學習氛圍、國際觀之建立與陸軍外語溝通能力之水準。

七、培養優質的國軍具外文(及第二外語)專長之初級軍官及未來國軍英語教官(師)養成。

Development

Courses offered by the Department are divided into two groups: English Military Language and Spanish Military Language. The main purpose of the classes is to train military talents with English and Spanish abilities. Features of the courses and the focus of development are listed as follows.

I. Equip cadets with English listening, speaking, reading, writing, and translating skills, in order to provide the national military with talents for military education, overseas deployment, weapons procurement, and more.

II. Directly absorb and adopt military technologies or expertise from foreign countries through military knowledge and foreign language abilities, setting a leader role model for modern military officers.

III. Facilitate military exchanges, training, drills, and other relevant work or activities.

IV. Provide talent handling operations concerning international relations, such as assisting in visits by foreign guests and receptions of important national celebrations, as well as attending significant international conferences held overseas.

V. Provide professionals who can translate and edit military or diplomatic documents and arms sales information, while organizing various military training and drills.

VI. Improve the environment that encourages soldiers in the national army to learn English, establish an international perspective, and cultivate their ability to communicate in English.

VII. Cultivate excellent junior officers with English (and second foreign language) skills and English military instructors or teachers in the military.

組織架構

本系為確保教育品質設置各類委員會，以有效推動教學、研究、輔導、服務及系務發展等工作，系務會議為本系最高行政決議會議，系務會議下設有課程設計委員會負責課程規劃與審查工作、圖儀設備委員會負責圖書儀器規劃與審查、系自我評鑑委員會負責推動本系自我評鑑各項工作及學生事務委員會負責指導系學會及推動系友活動等學生事務工作。另外由本系具有副教授（含）以上教師組成教師評審委員會，為本系負責教師考評的最高審查會議，負責教師升等、教師評鑑及各項優良教師審查及維護本系教師倫理制度推動等工作。

Organization Structure

To ensure quality education, the department has set up various committees to effectively promote teaching, research, counseling, service and the department's development. The department meeting is the department's highest administrative resolution meeting. Under the department meeting, the Curriculum Committee is responsible for curriculum design and review, the Drawing Instruments and Equipment Committee is responsible for planning and reviewing books and drawing instruments, the Self-Evaluation Committee is responsible for internal evaluation of the department, and the Student Affairs Committee is responsible for guiding the department's learning and promoting student affairs. In addition, the Faculty Review Committee consists of faculty members who are Associate Professors or Professors, and is the highest review meeting for faculty evaluation in the department.

It is responsible for the promotion and evaluation of faculty, review of excellence in teaching, and the promotion of high ethical standards of the faculty.

未來將致力發展成為具軍事特色的外語學系，期本校學生皆成為傑出的軍事外語專業人才，滿足國軍外語人才需求。

Vision

The Department will concentrate on the effort of shaping itself into a foreign language department characterized by military features. Hopefully, cadets from the school can become professionals equipped with knowledge of military terms in foreign languages and satisfy the needs of the national military.
